Kelli C Davis is the principal and executive consultant for Davis Healthcare Consulting.  Her healthcare career spans over three decades and includes experience in acute care, public health, research design, accreditation preparation, performance measurement, study design and implementation, data analysis, medical management and continuous quality improvement (CQI) facilitation.

As principal of Davis Healthcare Consulting, Davis’s strategic approach to improving health plan performance has significantly benefited her clients who as a result, have received national recognition for their achievements. After consulting with Kelli Davis, one client was ranked in the 2010 U.S. News and World Report’s Top 10 Commercial Health Plans while another was ranked in the Top 10 Medicare Plans.

Davis has been involved with NCQA’s Health Plan and Employer Data Information Set (HEDIS®) since the beginning as a member of the HEDIS® Report Card Pilot Steering Committee in 1992.  Under her direction, Davis led the one of the first HEDIS® projects for Prudential Healthcare in 1993 with over thirty health plans decreasing the data collection and reporting from two years to just under six months and saving the company over $5 million dollars.

Her leadership and expertise were again evident when Davis led healthcare organizations through over 45 accreditation surveys with successful outcomes. In 2000-2001, she facilitated four national continuous quality improvement activities using multi-disciplinary healthcare teams that produced statistically significant improvements in member satisfaction rates as measured by organizations’ Consumer Assessment of Health Plans (CAHPs®) results and HEDIS® rates. The final result was higher levels of accreditation with the National Committee for Quality Assurance (NCQA).

She has been published in peer-review journals such as Public Health Reports and quoted in the Wall Street Journal, the Los Angeles Times, and Atlanta Business Weekly. She served on several Merck and Pharmacia Quality Improvement panels, the NCQA’s HEDIS User’s Group Steering Committee and several ad-hoc committees for the Pacific Business Group on Health.  She is a member of the National Association for Healthcare Quality.

Davis Healthcare ConsultingMs. Davis is known for her exceptional research and CQI skills.  Her ability to analyze data and identify barriers to improvement or causes for poor performance goes beyond accreditation requirements resulting in organizations ability to implement cost-effective, evidence based solutions for improvement.    

Offering a rare blend of epidemiological expertise and leadership, Kelli designed and implemented health outcomes studies in Pennsylvania, American Samoa and Massachusetts while serving as a commissioned officer with the Center for Disease Control and Prevention’s (CDC) Agency for Toxic Substances and Disease Registry. These studies resulted in public health policy recommendations for each region evaluated.  Her achievements were recognized with both the prestigious U.S. Public Health Service Outstanding Unit Citation and the U.S. Public Health Service Unit Citation awards for her work in study design and implementation.

Davis has worked with organizations such as AMERIGROUP, Cleveland Clinic Health System, Area Agency on Aging, Glaxco-SmithKline, SummaCare Inc., Health Net of California and the Northeast, Independence Blue Cross, AmeriHealth, Prudential HealthCare, Centers for Disease Control and Prevention, and the Indian Health Service.    

Ms. Davis received her Master of Public of Health from California State University-San Jose with honors in Epidemiology and Program Planning and Evaluation.  Davis has earned the prestigious Six Sigma Black Belt certificate. She received her Lean training, Continuous Quality Improvement (CQI) and Six Sigma Yellow Belt certification from the Juran Institute.

Carol McPhillips-Tangum
Carol Mc Phillips-Tangum, one of the founders of Experion Healthcare Group, has been in the healthcare research industry for nearly twenty years.  She works in collaboration with Davis Healthcare Consulting and is an incredible asset to our team. 

Tangum currently provides health care consulting services to a wide variety of clients in the public and private health sectors.  Her expertise includes comprehensive program evaluation and integrated health promotion. With each scope of work, she successfully infuses an understanding of health services research and program evaluation.  

She is proficient in survey, focus group and interview tool design, data analysis and implementation skills. With her keen analytic ability and grasp of healthcare information systems, McPhillips-Tangum takes a functional design approach to diagnose and articulate her clients’ needs. 

She works with her clients to develop new approaches to the delivery and evaluation of services.  Whether evaluating program design or peer reviewed manuscripts, she specializes in the ability to develop health communication materials that target both scientific and lay audiences.

McPhillips-Tangum has chaired numerous national and state cross-functional work-groups to develop evidence-based health management programs.  

In her leadership role as Director for Center for Health Improvement of Blue Shield of California, she evaluated disease management and preventive health programs for over 2.2 million commercial and Medicare enrollees. 

As Director for Health Promotion Research and Development at Prudential’s Center for Healthcare Research, she developed strategies and effective practices for integrating empirically-based health promotion activities into the delivery of health care services within Prudential HealthCare, a managed care organization that served 4.5 million members across the United States.  Carol led a multi-disciplinary team to conduct a comprehensive evaluation of nurse call centers and inform Prudential HealthCare’s strategy and approach relevant to disease management.

Ms. McPhillips-Tangum received her Master of Public of Health from the University of Texas, Health Science Center at Houston with honors in Health Promotion and Health Education.  She is a member of the American Evaluation Association (AEA), Public Health Leadership Institute (PHLI) and the National Association of Chronic Disease Directors (NACDD).

Mary Cris Crawford
Mary Cris Crawford has been in the healthcare industry for over thirty years.  Crawford’s expertise is in utilization, case management and credentialing program design and evaluation.

She has developed innovative Medicare and Medicaid care management training modules and serving as an expert consultant to clinical care managers. Her programs focus on aspects of operations and processes associated with an integrated, patient-directed clinical model for Special Needs Plans (SNPs) and Medicare.

Her past experience includes leadership roles such as directing UM, QI and credentialing activities for an IPA delegated to perform these functions for five large health plans , managing the Utilization Management and Case Management departments for a 100,000 member Commercial HMO and a 120,000 member Medicaid/CHIP HMO in Texas.  

After launching her consulting career, she successfully developed and implemented disease management programs designed to improve health outcomes in populations with Asthma, High Risk OB, and Children with Special Healthcare Needs.

Since 2000, she has provided accreditation and certification consulting services to over fifteen healthcare organizations.  In this role, she has gained a reputation as an expert in the UM and CR standards sections of URAC and NCQA requirements and as a result, assisted her clients in achieving their highest level of accreditation.  

Ms. Crawford received her R.N. from the Brackenridge Hospital School of Nursing, Austin, Texas and is a certified URAC consultant. 

Colleen Kelly
Colleen Kelly has been in healthcare for over twelve years and brings expertise in CQI process design such as assessment tools, survey development and focus group facilitation. She also has experience in developing and implementing program models for quality improvement, delegation oversight, case management, utilization management and regulatory compliance.
As Senior Consultant for Davis Healthcare Consulting, Kelly provides services to managed care organizations and hospital systems to meet or exceed Joint Commission and NCQA accreditation standards. She offers a wealth of knowledge in Medicare and Medicaid program requirements. 
Clients that Kelly has worked for include such organizations as AMERIGROUP, Regional Medical Center, Hilton Hotels, and Overlook Hospital System.   

She has background as Director of Customer Service with Regional Medical Center in South Carolina and Patient Satisfaction Advisor for New Jersey’s Atlantic Health System where her work has garnered many national awards from Press Ganey and VHA. 

Kelly received her Bachelor of Arts from Clemson University.
