Kelli C. Davis is the principal and executive consultant for Davis Healthcare Consulting. Her healthcare career spans over 35 years and includes experience in acute care, public health, research design, accreditation preparation, performance measurement, study design and implementation, data analysis, medical management and continuous quality improvement facilitation.
As principal of Davis Healthcare Consulting, Davis’s strategic approach to improving health plan performance has significantly benefited her clients who as a result, have received national recognition for their achievements.
Davis has been involved with NCQA’s Health Plan and Employer Data Information Set (HEDIS®) since the beginning as a member of the HEDIS® Report Card Pilot Steering Committee in 1992. Under her direction, Davis led the one of the first HEDIS® projects for Prudential Healthcare in 1993 with over thirty health plans decreasing the data collection and reporting from two years to just under six months and saving the company over $5 million dollars.
Her leadership and expertise are evidenced by the fact that Davis has led healthcare organizations through over 70 accreditation and certification surveys with successful outcomes. All organizations using Davis’s services were awarded high accreditation status such as Commendable and Excellent NCQA Accreditation Status.
Davis has worked with organizations to develop population health management programs and re-design existing quality improvement programs to incorporate the goals of Insitute of Healthcare Improvement’s (IHI) Triple Aim and the use of patient centered medical homes (PCMH) models designed to improve health outcomes while controlling health care costs.
She has been published in peer-review journals such as Public Health Reports and quoted in the Wall Street Journal, the Los Angeles Times, and Atlanta Business Weekly. She served on several Merck and Pharmacia Quality Improvement panels, the NCQA’s HEDIS User’s Group Steering Committee and several ad-hoc committees for the Pacific Business Group on Health. She is a member of the National Association for Healthcare Quality.
Ms. Davis is known for her exceptional research and CQI skills. Her ability to analyze data and identify barriers to improvement or causes for poor performance goes beyond accreditation requirements resulting in organizations ability to implement cost-effective, evidence based solutions for improvement.
Offering a rare blend of epidemiological expertise and leadership, Kelli designed and implemented health outcomes studies in Pennsylvania, American Samoa and Massachusetts while serving as a commissioned officer with the Center for Disease Control and Prevention’s (CDC) Agency for Toxic Substances and Disease Registry. These studies resulted in public health policy recommendations for each region evaluated. Her achievements were recognized with both the prestigious U.S. Public Health Service Outstanding Unit Citation and the U.S. Public Health Service Unit Citation awards for her work in study design and implementation.
Davis has worked with organizations such as Centene, Avera Health Plans, UnitedHealthcare, Sharp Health Plan, Network Health Plan/Network Health Insurance Corporation, AMERIGROUP, Cleveland Clinic Health System, Area Agency on Aging, Glaxco-SmithKline, SummaCare Inc., Health Net of California and the Northeast, Independence Blue Cross, AmeriHealth, Prudential HealthCare, Centers for Disease Control and Prevention, and the Indian Health Service.
Ms. Davis received her Master of Public of Health from California State University-San Jose with honors in Epidemiology and Program Planning and Evaluation. In 2009, Davis earned the prestigious Six Sigma Black Belt certificate. She received her Lean training, Continuous Quality Improvement (CQI) and Six Sigma Yellow Belt certification from the renowned Juran Institute.
Dena Y. Reeves, RN
Dena Reeves is a successful healthcare consultant leading organizations to improve through best practice program implementation, quality improvement, policy development, project management, staff training, and NCQA accreditation. Ms. Reeve’s expertise is health services management (utilization management, case management, and disease management) program evaluation and redesign. She holds a Bachelor of Science in Nursing and has over 23 years of progressive healthcare experience, including a wealth of experience as a Registered Nurse with over 16 years of experience dedicated in health services management.
Prior to her consulting career, Dena served as the Director of Health Services, overseeing medical and clinical operations for two large health plans in Maryland and the District of Columbia covering over 200,000 Medicaid members. She has also held roles as Manager of Utilization Management and Manager of High Risk Maternity/ NICU programs and has several years of solid experience as a Case Manager and Utilization Review Nurse for both Commercial and Medicaid populations gaining valuable experience in Medicare/Medicaid reimbursement criteria and concurrent review criteria and guidelines.
Dena has provided program development, including readiness assessments, policy review and development, customized staff training, and audits, systems review, and mock surveys for over a dozen health plan accreditation and certification surveys. In this role, she has gained a reputation as an expert in NCQA UM, CM and DM standards and as a result, assisted health plans in achieving high file audit results and levels of accreditation.
Dena received her BSN from Western Governors University and her R.N. from the Elizabeth General Medical Center in New Jersey where she was on the Dean’s List of Nursing Honors. Dena is also Certified Professional Healthcare Management (CPHM).
Nancy A. Davis, MPH
Nancy A. Davis, MPH has more than 20 years of experience in the healthcare industry. Nancy has played key roles in program evaluation, project management, healthcare product development, pharmacy management and reporting at leading companies. She deploys her project management and analytic skills to design and direct complex, multi-level evaluation projects, facilitate strategic planning initiatives and assess organizational performance/effectiveness.
Nancy has conducted literature reviews, defined evaluation measures, managed data collection and analysis, and produced reports for key programs and interventions across various types of organizations including hospital systems, population health management firms and pharmacy benefit managers. In addition, Davis has supported clients in successfully completing accreditation preparation and regulatory compliance activities.
Over the last two years, Nancy has played the lead project management role in client engagements such as the external evaluator of a multi-site telemedicine intervention funded through the Centers for Medicaid and Medicare Services (CMS) Health Care Innovation Award. She customized project management tools to meet client specifications, established and managed a detailed work plan, a reporting timeline for the interim and final reports for all 16 sites, and a timeline for conducting patient and physician surveys.
In ongoing partnership with the client project team, Nancy successfully directed the data collection, analysis and reporting process. In addition to quarterly reports provided in accordance with CMS grant requirements, Nancy participated in the development of multiple site-specific presentations to review results with physician and administrative leaders. Nancy also led a multi-disciplinary project team to develop a behavioral health disease management program for a health and wellness company, including specifications for participant identification, outreach methods, enrollment approach, data collection and outcomes reporting.
Nancy received her B.A. from Wellesley College and her M.P.H. from Yale University.
